Emergency Management and Contingency Planning

The London Underground has been faced with several serious emergencies over the years. This article describes how the London Underground plans for such emergencies. Several statutes, including the Civil Contingencies Act, the Health and Safety at Work Act, the Regulatory Reform Order (Fire Safety) and the Railways and Other Guided Systems Safety Regulations, govern contingency plans for UK rail systems. To meet the requirements of these statutes and manage emergencies, the London Underground has developed three levels of plans: local plans, line plans and network plans. Business contingency plans have also grown in importance in the past decade. Since any emergency plan is only as good as the way it performs in practice, the London Underground works to make sure that the plans are understood by those charged with implementing them. The plans must be up-to-date, relevant and realistic. Cooperation with the British Transport Police is essential in ensuring that the Underground’s plans are compatible with their emergency service plans.
