SYNTHESIS ON STUDDED TIRES
BASICALLY THE STUDDED TIRE CONTROVERSY CONDENSES TO THE FACTS THAT THE ADDED SAFETY BENEFITS OF STUDDED TIRES ARE MARGINAL AT BEST, THAT THE TIME OF THEIR EFFECTIVENESS IS MINIMAL, AND THAT THE HAZARDOUS CONDITIONS CAN FURTHER BE MINIMIZED BY AN EFFECTIVE WINTER MAINTENANCE POLICY. STUDDED TIRES DO CAUSE ACCELERATED PAVEMENT WEAR; THIS WILL CAUSE AN INCREASE IN MAINTENANCE AND REPAIR COSTS. THE ADDED COSTS FAR OUTWEIGHT THE POTENTIAL MARGINAL SAFETY BENEFITS IN LIGHT OF THE PROBABLE NEGATIVE SAFETY ASPECTS. UTAH HAS PROHIBITED THE USE OF STUDDED TIRES, BUT IT CONTINUES TO PERMIT THE USE OF STEEL COILED SNOW TIRES.
