REPORTED ARE EXPERIMENTS PERFORMED TO DEVELOP, CHARACTERIZE, AND RANK AUTOMOBILE INSPECTION AND MAINTENANCE PROCEDURES. THE EXPERIMENTAL DATA WERE DEVELOPED FROM THE FOLLOWING SEQUENCE OF INVESTIGATIONS: AN ENGINE PARAMETER FIELD SURVEY TO CHARACTERIZE THE GENERAL IMAINTENANCE STATE OF VEHICLE EMISSION CONTROL SYSTEMS; A SCREENING EXPERIMENT TO SELECT THE MOST FREQUENT AND EXTENSIVE MALFUNCTIONED ENGINE PARAMETERS; A DEFINITIVE EXPERIMENT TO SELECT AND EVALUATE THE MOST EFFECTIVE PARAMETERS TO MAINTAIN IN AN INSPECTION AS DETERMINED BY COMBINING THE DATA FROM THE PREVIOUS TWO EXPERIMENTS. THESE EXPERIMENTS WERE DESIGNED TO YIELD A CONSISTENT SET OF DATA TO SUPPORT THE EMMISSIONS MODELS. /AUTHOR/
