AUTOMOBILE POLLUTION AND THE GREAT CREDIBILITY GAP
IN AN ADDRESS TO THE AMERICAN SOCIETY FOR PUBLIC ADMINISTRATION, THE DIRECTOR OF THE NEW YORK STATE AIR POLLUTION CONTROL PROGRAM EMPHASIZES THAT THERE ARE NO SIMPLE SOLUTIONS TO THE PROBLEM OF REDUCING AUTO EMISSIONS. TEN COMMONLY APPEARING STATEMENTS THAT CONFUSE THE PROBLEM BY DISTORTION OR OVER- SIMPLIFICATION ARE EITHER REFUTED OR CLARIFIED BY DISCUSSION. SOME OF THESE CONSIDERATIONS ARE AS FOLLOWS: THE AUTOMOBILE'S CONTRIBUTION TO AIR POLLUTION IS HIGHLY VARIABLE, DEPENDING ON THE LOCATION, NATURE OF THE PROBLEM, OR THE TYPE OF CONTAMINANT UNDER CONSIDERATION. THERE IS NO PROBLEM FREE ALTERNATIVE TO THE INTERNAL COMBUSTION ENGINE. THERE ARE PRACTICAL LIMITS ON THE MAINTENANCE AND INSPECTION OF EMISSION CONTROL DEVICES. AUTO EMISSIONS IN THE ATMOSPHERE PEAKED IN 1968. NON-LEADED GASOLINES ARE ADVANTAGEOUS WITH RESPECT TO VEHICLE MILEAGE ENGINE LIFE, PRESERVATION OF CONTROL DEVICE CATALYSTS, BUT WILL REQUIRE VEHICLE MODIFICATIONS.
