SPECIAL STUDY: REDUCED-VISIBILITY (FOG) ACCIDENTS ON LIMITED-ACCESS HIGHWAYS

THE STUDY REVIEWS THE VARIOUS APPROACHES THAT HAVE BEEN TAKEN TO PREVENT FOG ACCIDENTS OR THAT HAVE A BEARING ON THE PROBLEM; NAMELY, DRIVER EDUCATION, FOG DETECTION AND GUIDANCE SYSTEMS, ENVIRONMENTAL CONTROL, HIGHWAY DEPARTMENT PROCEDURES, VEHICLE AND HIGHWAY LIGHTING, ENFORCEMENT; AND POSTACCIDENT CONTROL. ALSO, RECOMMENDATIONS ARE INCLUDED INTENDED TO ALLEVIATE PROBLEMS FROM SEVERAL DIRECTIONS, NAMELY, DRIVER EDUCATION, POLICE-HIGHWAY DEPARTMENT PROCEDURES FOR CLOSING HIGHWAYS, ENFORCEMENT OF THE BASIC SPEED RULE AS RELATED TO FOG ACCIDENTS, MUTUAL-ASSISTANCE PACTS FOR POSTACCIDENT CONTROL OF ACCIDENTS, IMPLEMENTATION OF HIGHWAY SAFETY PROGRAMS STANDARDS, AND FEDERAL HIGHWAY ADMINISTRATION PLANS TO DEVELOP HIGHWAY GUIDANCE SYSTEMS. /NTSB/
