Safe intersection approach treatments and safe speeds through intersections: phase 2

The report documents the second phase of a project investigating treatments aimed at reducing speeds at intersections. The primary purpose in this phase of the project was to gather available evidence from Australia and New Zealand on the effectiveness of various engineering treatments in reducing speeds through and on the approaches to intersections. Available information from relevant projects undertaken by local and state road authorities was assembled and considered as post-treatment case studies. Thirty-three cases were assembled for examination, covering both urban and rural locations and a range of treatments reflecting those identified previously as promising, alone or in combination. These included dynamic vehicle activated signs, lower speed limits, raised pavements, roundabouts, transverse pavement markings, realignments/channelisation, and horizontal deflections. For each case study, the following details were sought: background information, details of the treatment, illustrations (maps, photos or plans) of site conditions before and after treatment, and available data on speeds, traffic volumes and crashes. In several cases complete data was not available. Interpretations possible from this study were limited by the data available. The broad indications are that reductions in approach speeds can be achieved from vehicle activated signs, reduced speed limits, vertical and horizontal deflection devices, particularly in composite treatments. Recommendations are made for the complete evaluation of treatment types, particularly the need to examine speed profiles on the intersection approaches.
