Always Stop on Red
Using cameras for automated enforcement an intersections provokes considerable opposition from some members of the public. To encourage acceptance, policymakers are encouraged to consider a number of factors. Cameras should be deployed at intersections where safety benefits are likely, and sites should be chosen by government agencies, not vendors. Fairness should be ensured, with deterrence emphasized rather than penalties. Engineering measures, such as adjusting yellow light intervals, should be implemented before camera enforcement. Communicate with the public and measure the performance and outcomes.
