How to Get Value for Money Through Private Sector Participation in Rail Service Delivery – International Evidence
This paper described how the railways in Great Britain were privatized following the Railways Act in 1993. Since that time, the structure of the industry has significantly evolved. The purpose of this paper is to reflect on the success, or otherwise, of this privatization and to compare it with international experience, using a view to identify improvements for Britain‟s railway passenger service delivery. The authors review the British experience in order to identify the key issues requiring resolution. The authors outline four case studies, Sweden, Germany, Melbourne and Latin America, in order to draw on overseas experience from a range of different railway reforms. Finally, the authors seek to draw conclusions on how best to get value for money from private participation in provision of rail passenger services.
