TRAFFIC CRASH INVESTIGATION; REPORT MANUAL AND WORKBOOK
TRADITIONALLY, TRAFFIC SAFETY PROGRAMS HAVE BEEN BASED UPON THE THREE "E'S," EDUCATION, ENGINEERING, AND ENFORCEMENT. IF THOSE IN RESPONSIBLE POSITIONS IN THESE AREAS OF ACTIVITY ARE TO DISCHARGE THEIR RESPONSIBILITIES IN AN EFFECTIVE MANNER, THEY MUST BE PROVIDED WITH ACCURATE, COMPLETE, TRAFFIC CRASH INFORMATION. THE BEST POTENTIAL SOURCE OF THIS INFORMATION IS THE POLICE OFFICER WHO IS CALLED TO INVESTIGATE AT THE SCENE OF THE CRASH. ALL TOO FREQUENTLY THIS POTENTIALLY EXCELLENT SOURCE OF INFORMATION FAILS TO PROVIDE THE DATA REQUIRED FOR THE INTELLIGENT PLANNING OF TRAFFIC SAFETY PROGRAMS. WITHOUT A DOUBT, A PORTION OF THE PROBLEM CAN BE FOUND IN A LACK OF INITIATIVE ON THE PART OF THE INDIVIDUAL INVESTIGATING OFFICER. IN MOST INSTANCES, THE PROBLEM REVOLVES AROUND THE FACT THAT THE OFFICER HAS BEEN INADEQUATELY TRAINED OR FAILS TO UNDERSTAND THE NATURE AND EXTENT OF HIS RESPONSIBILITIES WHEN CONDUCTING A TRAFFIC CRASH INVESTIGATION. THE PURPOSE OF THIS MANUAL IS TWOFOLD; IT IS DESIGNED TO SERVE AS A TEACHING GUIDE FOR THE INSTRUCTOR AND AS A READY REFERENCE AND WORKBOOK FOR THE STUDENT. THE INFORMATION CONTAINED WITHIN THIS MANUAL IS NOT ALL ENCOMPASSING AND IS NOT INTENDED TO BE SO. IN THIS MANNER THE MATERIAL CONTAINED HEREIN MAY BE SHAPED TO FIT THE NEEDS AND TIME LIMITATIONS DEALING WITH THE TRAFFIC SAFETY PROBLEM ON THE NATION'S HIGHWAYS RESTS SO HEAVILY ON THE INDIVIDUAL POLICE OFFICER AND HIS ABILITY, WE CANNOT AFFORD TO TARRY IN THE DEVELOPMENT OF HIS TRAFFIC CRASH INVESTIGATION SKILLS. /HSRI/
