Costs and benefits of bicycling investments in Portland, Oregon

While it is generally agreed upon that bicycling can increase overall physical activity, uncertainty remains in relation the amount of investment needed for infrastructure and its effectiveness regarding health. This paper examines the costs of Portland's investments in bicycling and how they relate to health and other benefits for the area. The investment plans are assessed against health care cost savings and statistical life savings and levels of cycling estimates are based upon past trends and traffic demand models. It is projected that by 2040, infrastructure investments of up to $605 million could result in health care costs savings of up to $594 million, fuel savings of up to $218 million, and savings in value of statistical lives of $12 billion.
