NORTH CAROLINA TRAFFIC RECORDS SYSTEM STUDY. PHASE III. FINAL REPORT.
THE OBJECTIVES OF THE STUDY WERE TO DESCRIBE, ANALYZE, AND, IF NECESSARY, RECOMMEND MODIFICATIONS AND REDESIGN OF NORTH CAROLINA'S TRAFFIC RECORDS SYSTEM. IN THIS REPORT, THE RECOMMENDATIONS FOR SYSTEM MODIFICATIONS PROPOSED IN THE PHASE II FINAL REPORT ARE DEVELOPED IN DETAIL. EACH RECOMMENDATION IS ANALYZED IN TERMS OF STAFF, EQUIPMENT, AND OPERATING COSTS, AND COMPARISONS ARE MADE BETWEEN THE PRESENT AND RECOMMENDED SYSTEMS. ALTERNATIVES TO SOME RECOMMENDATIONS ARE DESCRIBED, AND THE REASONS FOR SELECTING THE RECOMMENDED MODIFICATIONS OVER THE ALTERNATIVES ARE DISCUSSED. FINALLY, AN IMPLEMENTATION PLAN IS PRESENTED WHICH INCLUDES INDIVIDUAL IMPLEMENTATION PLANS FOR EACH RECOMMENDATION AS WELL AS AN OVERALL IMPLEMENTATION SCHEDULE. THE ADDITIONAL STAFF, EQUIPMENT, AND OPERATING COSTS DUE TO IMPLEMENTATION OF EACH MODIFICATION ARE SEPARATED FROM THOSE REQUIRED FORM NORMAL OPERATIONS. IF THE COMPLETE SET OF RECOMMENDATIONS PRESENTED IN THIS REPORT WERE IMPLEMENTED, NORTH CAROLINA'S TRAFFIC RECORDS SYSTEM SHOULD BE A MORE COST-EFFECTIVE, FLEXIBLE SYSTEM CAPABLE OF SATISFYING THE REQUIREMENTS OF THE FORESEEABLE FUTURE WITHOUT FURTHER MODIFICATIONS. THE SYSTEM WOULD MEET, AND IN MANY CASES SURPASS, THE SPECIFICATIONS FOR TRAFFIC RECORDS SYSTEMS ESTABLISHED IN THE FEDERAL STANDARDS. IMPLEMENTATION OF THE COMPLETE SET OF RECOMMENDATIONS WOULD RESULT IN A NET ANNUAL SAVINGS OF APPROXIMATELY ONE MILLION DOLLARS OVER THE PRESENT SYSTEM WITH NO REDUCTION IN REVENUE. THE TOTAL IMPLEMENTATION COST WOULD BE RECOVERED WITHIN ONE AND A HALF YEARS AFTER THE RECOMMENDATIONS WERE IMPLEMENTED. /AUTHOR/
