ON THE EFFECTIVENESS OF STATISTICAL CONTROL CHART TECHNIQUES IN SELECTIVE ENFORCEMENT APPLICATIONS. FINAL REPORT
CONTROL CHART TECHNIQUES CAN ASSIST OPERATIONAL PERSONNEL IN DETECTING STABLE PATTERNS AMONG FLUCTUATING ACCIDENT RATES. THIS STUDY WAS CONDUCTED IN PART TO EXAMINE THE EFFECT OF MOTORCYCLE OFFICER ALLOCATION UPON TRAFFIC ACCIDENTS IN LOS ANGELES. STATISTICAL TESTS AND CONTROL CHARTS WERE USED ON DATA FROM POLICE ENFORCEMENT BEATS, BUT DIFFICULTIES SUCH AS CONFOUNDING OF ENFORCEMENT EFFECTS AND EXPOSURE EFFECTS LED TO INCONCLUSIVE RESULTS. THE TECHNIQUES HAVE UTILITY IN REAL-TIME ALLOCATION OF ABULANCE SERVICES, POLICE, MANPOWER AND ACCIDENT INVESTIGATION TEAMS. /HSL/
