Construction of Aid and Cooperation System for Emergencies on the Regional Freeway Network
This paper presents the needs for strengthening emergency response and coordination management on the regional freeway network. To support this case, the definitions of key terms such as “regional freeway network” and “emergency” are provided, along with the classification of different kinds of emergencies and their characteristics. Finally, the necessity of constructing an aid and cooperation system for emergencies on the regional freeway network is illustrated. Based on the theory of workflow and segmentation, the aid and cooperation system is constructed to include the modules of decision-making and organization, information sharing, traffic control, on-site aid and resource preparedness. This paper also presents the factors and typical operating modes for each function module. This system is conducive to regional cooperation efforts, including resources and assistance to increase aid efficiency.
