From the view of economics, ticket speculation phenomena from the economic management and sales system defects, reveals that train ticket selling institutions are not only inefficient but also operate in favor of ticket scalpers. As rules of conduct for regulating trading activities between the railway authorities and passengers, a real-name system for train tickets is a re-arrangement to the existing ticket system. This is the result of institutional change and the important measure for eradication of the ticket speculation phenomena and improvement of the efficiency of ticket sales. The overall efficiency of ticket sales is co-determined by supply and demand, ticket speculation, and sales. Through benefits evaluation, the contact and impact with supply and demand, ticket speculation and sales are summarized. The feasibility and necessity of the real-name system in China are expounded.
