INTRODUCING THE NEW CLASSIFICATION OF MOTOR VEHICLE TRAFFIC ACCIDENTS

THE REVISED MANUAL ON CLASSIFICATION OF MOTOR VEHICLE TRAFFIC ACCIDENTS WAS APPROVED BY THE AMERICAN NATIONAL STANDARDS INSTITUTE ON MAY 27, 1970. BOTH OLD AND NEW STANDARDS ARE INTENDED SPECIFICALLY FOR MOTOR-VEHICLE TRAFFICWAY ACCIDENTS. THE OLD STANDARD PROVIDES ONLY FOUR CLASSIFICATIONS; AND THE NEW ONE PROVIDES ELEVEN. THE FOLLOWING ELEVEN CATEGORIES ARE DESCRIBED AND DISCUSSED: (1) INJURY TO PERSON, (2) DAMAGE TO VEHICLE, (3) INJURY SEVERITY OF ACCIDENT, (4) DAMAGE SEVERITY OF ACCIDENT, (5) NUMBER OF MOTOR VEHICLES INVOLVED, (6) POLITICAL SUBDIVISION, (7) FIRST HARMFUL EVENT WHICH IS A MODIFICATION OF RUNNING OF THE ROADWAY, (8) ROADWAY RELATED LOCATION WHICH DIVIDES ACCIDENTS ACCORDING TO WHETHER THE FIRST HARMFUL EVENT OCCURRED ON OR OFF THE ROADWAY, (9) JUNC- TION-RELATED LOCATION, (10) CLASS OF TRAFFICWAY, AND (11) LAND USE CHARACTER. MOST OF THE CHANGES IN OLD CATEGORIES WERE MADE BY INCLUSION OR EXCLUSION OF CERTAIN CASES. THESE CHANGES WERE INTENDED TO CLEAN UP THE CLASSIFICATION AND BRING IT INTO HARMONY WITH SUCH DOCUMENTS AS THE INTERNATIONAL CLASSIFICATION OF DISEASES BY WHICH DEATHS ARE CLASSIFIED IN VITAL STATISTICS. CHANGEOVER TO THE NEW CLASSIFICATION WILL INVOLVE SEVERAL STEPS: (1) REDESIGN OF ACCIDENT REPORT FORMS, (2) REVISE CODING PROCEDURE INCLUDING REDESIGN OF PUNCH CARD, TALLY SHEET, OR FIELD FOR MAGNETIC SURFACE STORAGE, (3) TRAIN PEOPLE WHO COLLECT AND CLASSIFY, (4) REWRITE COMPUTER PROGRAMS, AND (5) REVISE SUMMARY OF COLLECTED DATA.
