REDUCING ACCIDENTS BY SELECTIVE ENFORCEMENT

IN ORDER TO COMBAT SAN DIEGO'S TRAFFIC ACCIDENT PROBLEM, METHODS OF SURVEILLANCE AND SELECTIVE ENFORCEMENT WERE IMPROVED. SELECTIVE ENFORCEMENT TECHNIQUES OFFER THE BEST MEANS OF UTILIZATION OF PERSONNEL BY DEPLOYING POLICE ON ROUTES AND LOCATIONS WHERE PROBLEMS ARE KNOWN TO EXIST AND REQUIRING POLICE TO CONCENTRATE ON THE TYPE OF VIOLATIONS THAT CAUSE ACCIDENTS. THE IMPROVEMENT COMES FROM THE UTILIZATION OF A COMPUTER AND A TEAM APPROACH THAT IS BROUGHT TO BEAR ON THE PROBLEM. AN IDENTIFICATION SYSTEM, KNOWN AS THE COLLISION INDEX, IDENTIFIES INTERSECTIONS SHOWING A HIGH FREQUENCY OF ACCIDENTS ALONG WITH TIME AND VIOLATION FACTORS, AND STRETCHES OF ROAD WITH ABOVE AVERAGE ACCIDENT RATES. THE COLLISION INDEX IS ORGANIZED INTO FIVE SEPARATE LISTINGS: (1) INTERSECTION ACCIDENT FREQUENCY LIST, (2) INTERSECTION ACCIDENT RATE LIST, (3) INTERSECTION ALPHABETICAL SEQUENCE LIST, (4) CLASSIFIED STREET ACCIDENT RATE LIST, AND (5) LIST OF ROUTES WITH ABOVE AVERAGE ACCIDENT EXPERIENCE. RESULTS OF THE NEW SYSTEM SHOW A DISTINCT IMPROVEMENT IN ACCIDENT REDUCTION.
