Congestion Charging: Challenges and Opportunities
This paper presents a concise synopsis of various congestion charging schemes in use, reviews the disadvantages and benefits of the approach, and provides best practice recommendations for planners and policy makers worldwide who are contemplating congestion charging. It examines congestion charging occurrences in Stockholm, Singapore and London, in addition to a Hong Kong pilot program that did not end in full‐scale implementation. It also describes the outcome of an International Council on Clean Transportation‐sponsored study of the capability for congestion charging in Santa Clara County, California, an area characteristic of less dense development patterns.
