DATA REQUIREMENTS AND PROCESSING METHODS NEEDED IN ORDER TO HAVE A MEANINGFUL ACCIDENT ANALYSIS PROGRAM
HUMAN ERROR IS PROBABLY THE MOST SIGNIFICANT FACTOR CONTRIBUTING TO TRAFFIC ACCIDENTS - BETWEEN 80 AND 95 PERCENT OF ALL OCCURRENCES. AN ACCIDENT ANALYSIS PROGRAM TO BE MEANINGFUL MUST INCLUDE CONSIDERABLE EMPHASIS ON THE MEASUREMENT OF HUMAN CAPABILITIES AS RELATED TO DRIVING. THE PROGRAM SHOULD BE ORGANIZED TO SATISFY THE REQUIREMENTS OF STATISTICAL AND PROBABILITY THEORIES AND THE WHOLE ANALYSIS SHOULD BE DEVELOPED WITHIN A COMPREHENSIVE SYSTEMS APPROACH. /CGRA/
