REPORT OF COMMITTEE ON HIGHWAY MAINTENANCE EQUIPMENT

MAINTENANCE EQUIPMENT IN USE IN THE U. S. WAS STUDIED WITH A VIEW TO RECOMMENDING SUITABLE MACHINERY FOR SPECIFIC MAINTENANCE OPERATIONS. STATE EQUIPMENT RENTAL PRACTICES WERE ALSO STUDIED. THE USES OF THE FOLLOWING ITEMS ARE DISCUSSED: DISCS, DISTRIBUTERS, TANK CAR HEATERS AND RETORTS, ASPHALT HEATING KETTLES, LOADERS, MOTOR GRADERS, MUDJACKS, SNOW REMOVAL EQUIPMENT, ROLLERS, POWER SHOVELS, SPREADERS, SWEEPERS, OIL STORAGE TANKS, WATER TANKS, TRACTORS, AND TRUCKS. IT IS CONCLUDED THAT: (1) STATE HIGHWAY MAINTENANCE SHOULD BE DONE WITH STATE FORCES, ALTHOUGH SOME CONTRACT WORK AND RENTAL OF SEASONAL EQUIPMENT IS ACCEPTABLE; (2) STATE OWNED EQUIPMENT SHOULD BE ADMINISTERED BY AN EQUIPMENT ENGINEER IN CHARGE OF A SEPARATE DEPARTMENT; AND (3) RENTAL RATES ON AN HOURLY BASIS COVERING ALL COSTS EXCEPT WAGES OF THE OPERATOR ARE FAVORED FOR ALL MOBILE EQUIPMENT AND CERTAIN OTHER UNITS. /AUTHOR/
