THE PROBLEM OF FUGITIVE DUST IN THE HIGHWAY CONSTRUCTION INDUSTRY

LEGISLATION TO CONTROL AIR POLLUTION AND ITS APPLICABILITY TO THE HIGHWAY CONSTRUCTION INDUSTRY IS REVIEWED. SEVERAL RECENTLY ADOPTED CONTROL REGULATIONS ARE EXAMINED AND THE CONCEPT OF AIR QUALITY OBJECTIVES FROM THE STANDPOINT OF THE HIGHWAY CONTRACTOR IS DISCUSSED. THE DEVELOPMENT OF AN AUTOMATIC DUST MONITORING SYSTEM SUITABLE FOR USE IN AREAS SURROUNDING CRUSHED STONE OPERATIONS IS DESCRIBED. THIS SYSTEM AS PRESENTLY DEVELOPED CAN BE USED TO /1/ JUDGE COMPLIANCE WITH EXISTING OR PROPOSED CODES OR REGULATIONS, /2/ INVESTIGATE SPECIFIC COMPLAINTS, AND /3/ PROVIDE THE BASIS FOR A SOUND DEFENSE IN THE EVENT LITIGATION INVOLVING DUST POLLUTION IS ENCOUNTERED.
