PROBLEMS ASSOCIATED WITH ANTI-SKID PROGRAM MANAGEMENT

THE BASIC PURPOSE OF AN ANTI-SKID PROGRAM IS TO PROVIDE HIGHWAY USERS WITH LEVELS OF PAVEMENT-TIRE SKID RESISTANCE SUFFICIENT TO PERMIT ALL APPROPRIATE DRIVING MANEUVERS WITH REASONABLE MARGINS OF SAFETY. THE FIRST STEP IS SETTING FRICTION STANDARDS. CIRCUMSTANCES THAT REQUIE MODIFICATION OF A REQUIRED MINIMUM SKID NUMBER OF 37 ARE CONSIDERED. MEASUREMENT PROBLEMS THAT MUST BE CONSIDERED ARE CHOICE OF TEST METHOD, LOCATION, AND FREQUENCY. THE THIRD STEP IS MAINTAINING A GIVEN LEVEL OF SKID RESISTANCE ONCE ACHIEVED. TIRE DESIGN, MATERIALS, AND DRIVER EDUCATION ARE AREAS OF CONCERN FOR ANY SKID RESISTANCE PROGRAM.
