PERFORMANCE STANDARDS AS A TOOL IN PREPARING THE MAINTENANCE PROGRAM BUDGET

IN ORDER TO JUSTIFY MAINTENANCE BUDGETS, THE MINNESOTA LEGISLATURE IN 1969 PASSED A BILL REQUIRING SOME OF THE STATE AGENCIES TO SUBMIT THEIR BUDGETS IN THE PROGRAM FORMAT. THE PROGRAM FORMAT OR BUDGET IS A MEANS OF PROJECTING COSTS BY ANALYZING THE REQUIREMENTS OF SPECIFIC PROGRAMS OR ACTIVITIES, FOR EXAMPLE SURFACE REPAIR OR VEGETATION CONTROL. PERFORMANCE STANDARDS USED IN DETERMINING THE PROGRAM BUDGET ARE DESCRIBED: (1) QUALITY STANDARDS--CAN BE DEFINED AS ONE PART OR AS PARTS OF A MAINTENANCE OPERATION: LEVEL OF SERVICE; THE DEGREE OF PERFECTION REQUIRED; THE REQUIRED FREQUENCY; AND THE PERMISSIBLE LEVEL OF DETERIORATION. (2) QUANTITY STANDARDS -- CAN BE DEFINED AS THE AMOUNT OF MAINTENANCE WORK REQUIRED TO ACHIEVE THE QUALITY STANDARD FOR A SPECIFIC OPERATION. (3) PRODUCTIVITY STANDARDS -- CAN BE DEFINED AS THE AMOUNT OF MAN-HOURS IT TAKES TO COMPLETE A GIVEN OPERATION.
