IMPLEMENTING A PERFORMANCE BUDGETING SYSTEM FOR MAINTENANCE MANAGEMENT

QUESTIONS THAT HIGHWAY ADMINISTRATORS AND MAINTENANCE ENGINEERS MIGHT ASK ARE DISCUSSED, SUCH AS LENGTH OF TIME IT TOOK TO IMPLEMENT THE SYSTEM, PERSONNEL COMMITMENT, PAPERWORK REQUIREMENTS, PROBLEMS, AND BENEFITS. THE NEW SYSTEM, AS DEVELOPED, PROVIDES: (1) STANDARDS FOR SIGNIFICANT WORK ACTIVITIES WICH SET QUALITY, QUANTITY, WORK METHOD, AND STAFFING; (2) A PERFORMANCE-BUDGET BASIS FOR PLANNING THE ANNUAL WORK PROGRAM AND SUPPORTING REQUESTS TO THE GOVERNOR AND THE LEGISLATURE; (3) A PROCEDURE FOR SCHEDULING WORK IN THE FIELD; (4) A REPORTING SYSTEM WHICH PROVIDES BASIS FOR PERFORMANCE EVALUATION; AND (5) ORGANAZATIONAL ADDITIONS TO FACILITATE OPERATION OF THE SYSTEM.
