IOWA COUNTY HIGHWAY MAINTENANCE PRACTICES

THE QUESTIONNAIRE RETURNS SHOW THAT COUNTY ENGINEERS ARE IN DIRECT CHARGE OF MAINTENANCE IN 75 OF THE 94 COUNTIES REPORTING. FIFTEEN COUNTY ENGINEERS STATED THAT THE BOARD OF SUPERVISORS ARE IN DIRECT CHARGE. IN FOUR COUNTIES, IT WAS STATED THAT SUPERINTENDENTS OR FOREMEN HANDLED THE MAINTENANCE. IT CAN BE ASSUMED, IT IS HOPED, THAT IF THE FOREMAN IS IN CHARGE, THE ENGINEER IS BACKING HIM UP. IF THIS IS TRUE, 79 COUNTIES OF THE 94 REPORTING, OR 84 PERCENT, ARE IN DIRECT CHARGE OF THE MAINTENACE OPERATION. OF THE 94 COUNTIES REPORTING, 50 HAVE ROLLING TERRAIN, 26 HAVE HAVE FLAT TERRAIN, AND 18 ARE HILLY. THE POPULATION MODE OF THESE COUNTIES IS 15,000 TO 20,000, WITH 37 COUNTIES IN THIS RANGE. FOUR COUNTIES HAVE POPULATIONS UNDER 10,000 AND THREE HAVE OVER 100,000. AT THE TIME OF RETURNING THE QUESTIONNAIRE 29 COUNTIES UTILIZED 34 COUNTIES. SURFACE BEADING AND LOSS, SIGNS, WEED IT IS CERTAIN THAT BY NOW THIS HAS INCREASED TO 33 OR 34 COUNTIES. SURFACE NEADING AND LOSS, SIGNS, WEED CONTROL AND DITTCH CLEANING, MOWING, CENTERLINE STRIPES, AND CRACK SEALING WERE REPORTED ON.
