Transportation Pricing and Finance Options for California
This handbook is designed to help decision makers weigh options and reach informed decisions about what finance methods for transportation projects are most appropriate for the future. California's transportation system's current and future financial needs are examined. The system’s financial outlook and the chronic funding shortfall are reviewed. Methods that can be used to close the gap are discussed, including fuel taxes, sales taxes, bond financing, and tolls. The pros and cons of each is explored, along with the implications each of them have for efficiency, effectiveness and equity.
