WHAT CONSTITUTES A LOW COST ROAD
THE WRITER BELIEVES THAT UNTREATED ROCK, GRAVEL, OR MACADAM SURFACES CANNOT USUALLY PASS MUSTER AS LOW COST ROADS, WHEN TO THE INITIAL CONSTRUCTION COST ARE ADDED SUCH COSTS AS ANNUAL MAINTENANCE, INCREASED TIRE WEAR AND GASOLINE COSTS, AND MORE RAPID VEHICLE DEPRECIATION. THE ABANDONMENT BY EUROPEAN HIGHWAY ENGINEERS OF UNTREATED SURFACES IS CITED IN SUPPORT OF PROVIDING ALL ROADS AN ADEQUATE SURFACE TREATMENT THAT, WHILE RAISING INITIAL CONSTRUCTION COSTS, IS MORE ECONOMICAL.
