Long Term Forecasts of Rail Freight Transport in the Netherlands up to 2040

ProRail is the rail infrastructure manager in the Netherlands and it is responsible for offering sufficient railway capacity on both the short and long term. Prorail is also responsible for the expansion of railway capacity, by realizing new infrastructure and by designing and implementing new and more efficient ways of network utilization. The ProRail department Network References and Modeling (NRM)) tests whether the expected demand meets the existing capacity and offers solutions for bottlenecks. This is achieved by an integral approach of demand, induced traffic and network capacity. Questions raised are: What is the expected demand? What is the effect on traffic movements? and To what extend can this be accommodated by the existing capacity? As a result of the rapid growth of freight transport by rail and other relevant developments, new actual forecasts are needed. Examples of new developments are the opening of the Betuwe Route freight line and the development of the Tweede Maasvlakte, a new port area arising from the sea in front of the Maas estuary, which will be constructed between 2008 and 2013. Because of the need for actual rail freight forecasts, TNO – Netherlands Organization for Applied Scientific Research – was asked to draw up scenarios and to make new forecasts with a time horizon up to 2040. In this project a unique forecasting methodology has been applied by combining modeling results with knowledge and expectations of stakeholders from the rail freight market.
