SERVICEABILITY INDEX

PENNSYLVANIA IS CONDUCTING A CONTINUAL PROGRAM OF PAVEMENT ROUGHNESS MEASUREMENT IN ORDER TO PREDICT THE SERVICEABILITY OR USABLE LIFE OF ANY HIGHWAY SECTION. A VARIATION OF THE AASHO ROAD TEST SERVICEABILITY CONCEPT HAS BEEN ADOPTED BY THE PENNSYLVANIA DEPARTMENT OF HIGHWAYS FOR PAVEMENT DESIGN. MEASURING METHODS USED ARE THE SURFACE DYNAMICS PROFILOMETER WHICH USES A SENSING WHEEL CONTACT WITH THE PAVEMENT TO DEVELOP A SURVEY CREW TYPE PROFILE, AND THREE CHEVELLE AUTOMOBILES EQUIPPED WITH AUTOFLECTS, WHICH ARE PATTERNED AFTER THE PCA ROADMETER AND CONSIST OF A ROLLER SWITCH ASSEMBLY MOUNTED ON THE REAR DECK OF THE CAR COUPLED THROUGH PULLEYS TO THE DIFFERENTIAL. A QUARTER CAR SIMULATOR WAS DESIGNED FOR USE WITH THE PROFILOMETER. THE SIMULATOR IS AN ANALOG COMPUTER CIRCUIT WHICH SIMULATES THE OPERATION OF A SIMPLIFIED VEHICLE OVER A ROAD WITH A KNOWN SURFACE PROFILE. DATA COLLECTED WILL ALLOW THE HIGHWAY DEPARTMENT TO SET MAXIMUM ROUGHNESS INDEXES FOR VARIOUS CLASSIFICATIONS OF ROADS. THE PAVEMENT SERVICEABILITY INDEX SURVEY PROGRAM WAS BEGUN TO EVALUATE DESIGN CRITERIA AND CONSTRUCTION PRACTICES AND WILL PROVIDE THE MAINTENANCE ENGINEER WITH A TOOL TO EVALUATE MAINTENANCE PRACTICES.
