Rebuilding America's shipping

If the US is to cope with future challenges such as the expansion of the Panama Canal, it needs to restore its coastal liner shipping services. This would bring huge benefits in terms of reduced costs, increased efficiency and new employment. Ernst G. Frankel, professor emeritus, MIT, sets out a plan for recovery.
