BUDGET DEVELOPMENT AND JUSTIFICATION
RISING COSTS OF MAINTENANCE DUE TO INCREASED CONSTRUCTION ON HIGHWAYS AND INCREASING TRAFFIC VOLUME AND DEMAND, NECESSITATES OBTAINING ADDITIONAL FUNDS. FOR THIS PURPOSE A NEW BUDGET SYSTEM WAS DEVISED IN OHIO WHEREBY THE HIGHWAY SYSTEM IS CONSIDERED AS A PHYSICAL INVENTORY. A UNIT COST HAS BEEN DEVELOPED FOR MAJOR MAINTENANCE ACTIVITIES ON THE HIGHWAY, BUILDINGS AND EQUIPMENT.
