COMPARATIVE ANALYSIS OF FORCE ACCOUNT AND CONTRACT MOWING COSTS

A STUDY OF ROADSIDE MOWING OPERATION IN INDIANA WAS CONDUCTED TO DETERMINE THE FEASIBILITY OF CONTRACT MOWING. COSTS FOR STATE FORCES INCLUDE DIRECT COSTS, EQUIPMENT COSTS, OVERHEAD, SUPERVISION, AND AUXILIARY PERSONNEL COSTS. ACCEPTED CONTRACT BID PRICES WERE USED FOR COMPARISON SINCE THEY REPRESENT COSTS TO THE STATE. A GRAPHICAL REPRESENTATION OF FORCE ACCOUNT MOWING COSTS SHOWS A SLIGHT UPWARD TREND, PARTIALLY DUE TO AN INCREASE IN WAGES IN 1964. COST DISTRIBUTIONS FOR SECONDARY, PRIMARY, AND INTERSTATE HIGHWAYS HAD ABOUT THE SAME RANGE, THEREFORE, A COMPOSITE DISTRIBUTION OF ALL ROADS WAS USED IN THE COMPARISON. THE DISTRIBUTION OF CONTRACT COSTS IS AT A SOMEWHAT HIGHER LEVEL THAN FORCE ACCOUNT COSTS, BUT THE DOWNWARD TREND IS ENCOURAGING ENOUGH TO INDICATE THAT CONTRACT MOWING IS BECOMING A FEASIBLE PROPOSITION.
