Guide No. 4 seeks to develop a respect for the law of transportation, and a management attitude toward its evolutionary development in the hands of Congress and our regulatory body, the Interstate Commerce Commission. In addition to regulation by the I.C.C. transportation is regulated by the Federal Maritime Commission and by the Civil Aeronautics Board, for the modes of transport under their respective jurisdictions.
