Review of Best Practices for the Selection of Rehab and Preventive Maintenance Projects: Technical Report

With finite resources and an extensive road network to maintain, Texas Department of Transportation (TxDOT) personnel must select the roadways to receive rehabilitation and preventive maintenance (PM) treatments as well as select rehabilitation and PM methods that are structurally sound, capable of being opened to traffic quickly, straightforward construction methods and, most importantly, minimize the associated costs. This research project focuses on developing guidelines to aid TxDOT personnel in making optimal selections of rehabilitation and PM projects. TxDOT district personnel have implemented various selection procedures, but there is a tremendous need to have a comprehensive, logical approach developed. The study objectives are to determine best practices of selecting and prioritizing PM and rehab projects in the districts and to develop a simple effective prioritization Excel-based tool to aid TxDOT personnel in decision making.
