Shifting Gears
Delivery trucks cause congestion and pollution in urban areas. This article discusses how London, Barcelona and Paris are setting an example on how to create programs to manage freight congestion. In London, a program has been implemented that combines planning control and incentives to encourage sustainable freight transportation. In Paris, the installation of seven urban logistics terminals allows the storage and processing of goods before final delivery in the city. Smaller vehicles, many using alternative fuels, are used to move the goods from the terminals to their destination. The city also plans to integrate freight transportation into the construction plans for a new light rail network. Barcelona is allowing night deliveries, which reduces peak period congestion, but only by trucks that generate low decibel levels. Freight deliveries are prohibited during rush hour. Several cities in the United States are implementing or considering similar programs to the ones showing success in Europe.
