THE PREVENTION OF TECHNOLOGICAL DISASTERS
EXCERPTS ARE PRESENTED FROM THE 1969 SYMPOSIUM ON RELIABILITY IN CHICAGO, ILLINOIS. TWO SESSIONS ON NONDESTRUCTIVE TESTING EMPHASIZED THE NEED FOR NEW TESTING SYSTEMS TO PREVENT LARGE-SCALE TECHNOLOGICAL DISASTERS. THE MAJOR FUNCTION OF RELIABILITY ENGINEERING AND MANAGEMENT IS THE PREVENTION OF COSTLY TECHNOLOGICAL DISASTERS. TYPICAL EXAMPLES ARE PRESENTED OF SYSTEMS WHOSE FAILURES COULD REPRESENT TECHNOLOGICAL DISASTERS: LARGE NUCLEAR POWER PLANTS, AEROSPACE SYSTEMS AND MISSIONS, MILITARY SYSTEMS SUCH AS LARGE AIRCRAFT, SHIPS AND SUBMARINES, ELECTRONIC COMMUNICATION SYSTEMS, NUCLEAR BOMBS, ETC. IT WAS EMPHASIZED THAT RESPONSIBILITY FOR PREVENTION OF DISASTROUS FAILURES OF LARGE ENGINEERING SYSTEMS RESTS WITH THOSE WHO CONCEIVE AND CREATE AND OPERATE SUCH SYSTEMS, AND ARE IN A POSITION TO UNDERSTAND FULLY THE NATURE AND CAUSES OF THESE POTENTIAL DISASTERS. CONTROLS AND THE ASSIGNMENT OF RESPONSIBILITY MUST BE ESTABLISHED BY THE GOVERNMENT. IT IS CONCEDED THAT THE TIME AND COST OF DEVELOPMENT OF THE NOVEL TYPE OF NONDESTRUCTIVE TESTS THAT COULD: (1) MEASURE AND PREDICT SERVICEABILITY QUANTATIVELY AND RELIABLY, AND (2) MONITOR LARGE ENGINEERING SYSTEMS AND SERVICE, ARE FORMIDABLE HURDLES.
