WALKING CENTERLINE USED TO BE STANDARD PRACTICE IN ALL BID PREPARATIONS. THE AUTOMOBILE AND THE AIRPLANE HAVE MADE IT PLAUSIBLE TO LOOK OVER A LARGE HIGHWAY JOB WITHOUT SEEING SMALLER FEATURES FIRST-HAND. HOWEVER, A TWO-WAY (OUT AND BACK) INVESTIGATION OF THE JOB ON FOOT HAS MANY ADVANTAGES THAT CAN GIVE A CONTRACTOR AN EDGE IN COMPETITIVE SITUATIONS.
