TRAFFIC PROTECTION FOR HIGHWAY WORK AREAS
CONSIDERATIONS FOR MAKING A TRAFFIC CONTROL PLAN IN AREAS WHERE WORK IS BEING PERFORMED ARE DISCUSSED. THE NEW STANDARDS DEVELOPED BY THE ILLINOIS DIVISION OF HIGHWAYS REFLECT A CONSIDERATION OF THE FOLLOWING: (1) THE TYPE OF WORK OPERATION; (2) ITS PHYSICAL LOCATION AS RELATED TO MOVING TRAFFIC; (3) THE TYPE OF ROADWAY INVOLVED; (4) THE NORMAL SPEEDS AND DENSITY OF TRAFFIC; (5) THE LENGTH OF TIME THE JOB WILL TAKE; (6) THE TIME OF DAY DURING WHICH TRAFFIC WILL BE AFFECTED; AND (7) THE ENVIRONMENT OF THE AREA IN THE VICINITY OF THE PROPOSED PROJECT. MANY OF THE NEW STANDARDS ARE REVIEWED IN DETAIL. THE FACT THAT SUCH ATTENTION TO AN OLD PROBLEM IS WORTHWHILE IS EXEMPLIFIED BY THE 33 PERCENT DECREASE IN THE ACCIDENT RATE IN ILLINOIS FOR ACCIDENTS PER JOB SITE AS A RESULT OF THE FIRST YEAR'S USE OF THE NEW STANDARDS.
