PERFORMANCE BUDGETING SYSTEM FOR HIGHWAY MAINTENANCE MANAGEMENT

PERFORMANCE BUDGETING IS RECOGNIZED AS METHOD FOR MAKING BUDGETING AN EFFECTIVE MANAGEMENT TOOL. BY THIS TECHNIQUE, BUDGETS REFLECT THE FINANCIAL NEEDS FOR ACCOMPLISHING SPECIFIC WORK PROGRAMS BASED ON ESTABLISHED LEVELS OF SERVICE AND STANDARDS OF PERFORMANCE. CONTROL MEASURES ARE APPLIED TO FIELD OPERATIONS IN WAYS TO ASSURE ADHERENCE TO THE WORK PROGRAM OBJECTIVES WITH THE BUDGETED FUNDS PROVIDED. A MODEL SYSTEM FOR MAINTENANCE PERFORMANCE BUDGETING WAS DEVELOPED IN ACCORDANCE WITH THE FOLLOWING BASIC CRITERIA REQUIREMENTS: (1) ESTABLISHEMENT OF MAINTENANCE LEVELS; (2) DEFINITION OF WORK LOAD; (3) DETERMINATION OF RESOURCE REQUIREMENTS; (4) PROCEDURES FOR MANAGEMENT PLANNING, EVALUATION, AND CONTROL; (5) RECORDS AND REPORTS TO SERVE THE BUDGET SYSTEM; AND (6) SIMPLICITY AND ECONOMY OF INSTALLATION AND OPERATION. THIS MODEL SYSTEM IS DESCRIBED IN FIVE BASIC PHASES: (1) MAINTENANCE PROGRAM DEVELOPMENT, (2) BUDGET PREPARATION AND EVALUATION, (3) FISCAL AUTHORIZATIONS, (4) WORK PROGRAM AUTHORIZATION AND OPERATIONS CONTROL, AND (5) FISCAL CONTROL.
