EQUIPMENT MANAGEMENT IN NEW YORK STATE

PRIOR TO INITIATION OF A PROGRAM TO ADOPT A SYSTEMATIC APPROACH TO EQUIPMENT MANAGEMENT, THE LEVEL OF DOWNTIME IN THE NEW YORK STATE HIGHWAY DEPARTMENT WAS 10.5%. A GOAL OF 5% WAS ESTABLISHED FOR THE END OF 1970. THE MAJOR CONTRIBUTORS TO THE EXISTING SITUATION WERE TWOFOLD: EQUIPMENT BREAKDOWNS, CAUSED BY SUCH FACTORS AS LACK OF PARTS, STATE-IMPOSED PROCUREMENT PROCEDURE DELAY, OUTDATED MECHANICAL KNOWLEDGE, UNQUALIFIED OPERATION, AND INADEQUATE PREVENTIVE MAINTENANCE; AND "DATA POLLUTION," I.E., MASSES OF COMPUTER PRINTOUTS BASED ON FAULTY INPUT AND NOT TIED TOGETHER SYSTEMATICALLY FOR MANAGEMENT PURPOSES. THE STEPS TAKEN TO SYSTEMATIZE OPERATIONS AND REPORTING ARE DESCRIBED. WHILE DOWNTIME WAS REDUCED ONLY TO 7%, THE PROGRAM IS DESCRIBED AS A CONTINUING SUCCESS.
