WATCH FOR ICE ON BRIDGE
PREVENTION, ERADICATION, OR EFFECITVE WARNING OF ICE ON BRIDGES PRESENTS A DIFFICULT SOCIAL AND ECONOMIC PROBLEM. MORE AND MORE, STATE HIGHWAY DEPARTMENT MAINTENANCE POLICIES ARE INFLUENCED BY POTENTIAL LEGAL CONSEQUENCES. THE ENGINEERING AND ECONOMIC PROBLEMS CAN BE GROUPED INTO THREE CATEGORIES: DETECTION OR PREDICTION; ACTION; AND REACTION, OR THE SIDE EFFECTS OF THE ACTION. SIX DIFFERENT DETECTION AND PREDICTION SYSTEMS WERE TESTED. IN REGARD TO WARNING SIGNS, IT WAS FOUND THAT MANY OR MOST MOTORISTS DO NOT RESPOND TO WARNING SIGNS IN THE MANNER DESIRED. A COST-BENEFIT MODEL WAS DEVELOPED WHICH SHOWS THAT ONLY ONE-FIFTH TO ONE-HALF OF THE COST OF WINTER MAINTENANCE ON BRIDGES OR HIGHWAYS IN GENERAL CAN BE EXPECTED TO BE RECOVERED THROUGH REDUCTION OF AUTOMOBILE CRASHES. /AUTHOR/
