MAINTENANCE LEVELS - WHAT, WHY, WHERE AND HOW
MAINTENANCE LEVELS AND QUALITY STANDARDS SHOULD BE SET. ALTHOUGH, MANY STATE HIGHWAY DEPARTMENTS FAIL TO DISTINGUISH BETWEEN THE CLASSES OF HIGHWAYS IN THEIR MAINTENANCE PROCEDURES, THE QUALITY OF SERVICE SHOULD NOT BE DEPENDENT ON THE WHIMS OF INDIVIDUALS. ONE OF THE MAIN PROBLEMS FACED BY MAINTENANCE PERSONNEL IN CARRYING OUT THEIR OPERATIONS IS NOT HOW OR WITH WHAT, BUT WHEN; TOO SOON WASTES DOLLARS AND TOO LATE INVITES DISASTER.
