MEASURING THE QUALITY OF MAINTENANCE
THE DEVELOPMENT OF A QUALITY OF MAINTENANCE MEASUREMENT PROGRAM AFFECTING BOTH PHYSICAL INTEGRITY AND OPERATIONAL CHARACTER OF THE HIGHWAY IS DISCUSSED. ESTABLISHING THE QUALITY OF MAINTENANCE AS THE MEASUREMENT OF HOW WELL THE PAVEMENT IS KEPT IN ITS AS-BUILT CONDITION AND HOW WELL IT PROVIDES SAFE, CONVENIENT, AND ECONOMICAL HIGHWAY TRANSPORTATION, AND SEVEN POINTS BY WHICH A QUALITY MEASURING SYSTEM ARE CONSIDERED. THE OHIO HIGHWAY SYSTEM WAS EVALUATED IN THESE TERMS AND WAS DIRECTED TOWARDS MAINTAINING A SAFE, SERVICEABLE HIGHWAY SYSTEM AT THE LEAST COST TO THE HIGHWAY USER.
