LABOR RELATIONS IN PUBLIC AGENCIES: LESSONS OF A STRIKE

THE FIRST GENERAL STRIKE OF COUNTY EMPLOYEES IN CALIFORNIA, WHICH OCCURRED IN HUMBOLDT COUNTY IN 1967, IS DESCRIBED. THE STRIKE BEGAN AFTER THE EMPLOYEES UNION, THE CIVIL SERVICE COMMISSION, AND THE BOARD OF SUPERVISORS FAILED TO ARRIVE AT A SOLUTION TO THE EMPLOYEES' DEMANDS. IT IS RECOMMENDED THAT PUBLIC WORKS AGENCIES ESTABLISH POLICY AND PROCEDURES IN THE FOLLOWING AREAS: (1) TYPES OF ORGANIZATIONS THAT MAY REPRESENT EMPLOYEES, (2) MEMBERSHIP REQUIREMENTS AND LIMITATIONS OF EMPLOYEE ORGANIZATIONS, (3) NEGOTIATING PROCEDURES TO BE UTILIZED IN DEALING WITH EMPLOYEE ORGANIZATIONS, (4) AREAS TO BE CONSIDERED NEGOTIABLE, (5) TYPES OF EMPLOYEE REPRESENTATIVE ACTIVITIES THAT ARE PERMITTED DURING WORKING HOURS, (6) GRIEVANCE PROCEDURES, AND (7) GROUND RULES TO BE FOLLOWED IF A STRIKE DOES OCCUR.
