CONTROLLING CONCRETE COMPRESSIVE STRENGTH BY A PENALTY FUNCTION

THE TWO-FOLD PROBLEM OF SPECIFYING CONCRETE DESIGN STRENGTH AND INSURING PRODUCER COMPLIANCE IS DISCUSSED. A SPECIFICATION FORMAT IS RECOMMENDED ALONG WITH A QUALITY ASSURANCE PROCEDURE BASED ON A LINEAR PENALTY FUNCTION. ASSUMING THAT A PRODUCER BEHAVES IN A RATIONAL MANNER AND PRODUCES CONCRETE AT MINIMUM COST TO HIM IT IS DEMONSTRATED HOW THE PENALTY CAN BE RELATED EXPLICITLY TO A MEASURE OF QUALITY ASSURANCE. RELATIONSHIPS THAT CAN BE USED TO COMPUTE THE QUALITY CONTROL COST AND APPROPRIATE QUALITY ASSURANCE SAMPLE SIZE ARE ALSO PRESENTED.
