POLITICS AND VEHICLE INSPECTION
SINCE THE PASSAGE OF THE HIGHWAY SAFETY ACT OF 1966, PERIODIC MOTOR VEHICLE INSPECTION HAS BEEN STARTED IN MANY NEW STATES AND REVITALIZED ON OTHERS. SOME STATES HAVE NOT YET JOINED IN THE MOVEMENT, AND IF THE COERCIVE LEVERAGE OF THE FEDERAL GOVERNMENT SHOULD BE REMOVED, OTHERS STATES MIGHT NOT RETAIN INSPECTION PROGRAMS. THERE HAS BEEN RESISTANCE TO THE ADDED COSTS OF INSPECTION ESPECIALLY AMONG POORER MOTORISTS. OBJECTIVE PROOF IS NEEDED THAT MOTOR VEHICLE INSPECTION CAN SIGNIFICANTLY ALTER ACCIDENT RATES. THE KINDS OF INSPECTION PROGRAMS IN DIFFERENT STATES AND THE REASONS MOTORISTS OBJECT TO THEM ARE DISCUSSED. /HSL/
