THE MANAGEMENT AND REPORTING SYSTEM HAS, AS ITS CENTRAL PURPOSE, THE EFFECTIVE OPERATION OD THE STATUTORY INSTRUMENTS OF THE HIGHWAY SAFETY PROGRAM.
