A RECOMMENDED RAIL SAFETY RESEARCH PLAN FOR FISCAL YEARS 1971-1975

IN THE AUTUMN OF 1968 THE FEDERAL RAILROAD ADMINISTRATION /FRA/ DEFINED THE PRELIMINARY FORM OF A RAIL SAFETY RESEARCH PROGRAM. THAT INITIAL EFFORT WAS PRINCIPALLY DIRECTED TOWARD FIRST-ORDER IDENTIFICATION OF THOSE ISSUES IN RAILROADING WHICH SHOULD BE CONSIDERED CANDIDATES FOR SAFETY RESEARCH. IN THIS PRESENT, DERIVATIVE EFFORT FRA HAS (1) REFINED THE INITIAL PICTURE OF RAILROAD SAFETY, (2) CONFIGURED RESEARCH PROJECTS WHICH ADDRESS SPECIFIC NEEDS AS EXPRESSED BY INDUSTRY, LABOR AND GOVERNMENT, (3) ESTIMATED THE RESOURCES (IN TIME AND DOLLARS) REQUIRED TO ACCOMPLISH EACH PROJECT, AND (4) PROVIDED THE DECISION-MAKERS WITH 3 ALTERNATIVE 5-YEAR SAFETY RESEARCH PROGRAM PLANS FOR FISCAL YEARS 1971-1975. /SRIS/
