DATA CODING SYSTEM FOR HIGHWAY ACCIDENT REPORTS

THIS SYSTEM, DESIGNED TO CODIFY THE MASS OF INFORMATION CONTAINED IN ACCIDENT REPORTS, IS BASED ON THE FOLLOWING CRITERIA: IT MUST RECAPTURE ALL ELEMENTS IN THE REPORT INCLUDING THOSE PRESENTED IN DIAGRAMS AND NARRATIVE STATEMENTS; IT MUST USE SPECIFIC ENOUGH CATEGORIES TO PROVIDE FOR MACHINE MANIPULATION OF DATA; IT MUST FACILITATE FEEDBACK OF INFORMATION FOR RESEARCH. THE SYSTEM USES A MINIMUM OF THREE PUNCHED CARDS TO CODIFY EACH ACCIDENT. CARD 1 GIVES BASIC IDENTIFYING INFORMATION ON THE ACCIDENT AND INFORMATION ABOUT THE ROAD, VEHICLE, AND DRIVER, AS WELL AS THE NUMBER OF CARDS RECORDING THE ACCIDENT. CARD 2, THE HEART OF THE SYSTEM, GIVES A SEQUENTIAL RECORD OF EVENTS AND CONDITIONS PRIOR TO AND DURING THE ACCIDENT, INCLUDING UNSAFE HIGHWAY CONDITIONS, UNSAFE VEHICLE CONDITIONS, AND UNSAFE ACTIONS BY THE DRIVER OR OTHERS. CARD 3 GIVES DETAILS OF PERSONAL INJURIES FOR EACH ACCIDENT CASUALTY. THE SYSTEM ALLOWS FOR EXPANSION TO PERMIT CODIFYING ADDITIONAL INFORMATION. /HSL/
