THE EFFECT OF COMPULSORY AUTOMOBILE LIABILITY INSURANCE ON HIGHWAY SAFETY
IT IS CONTENDED THAT ANY SIGNIFICANT CORRELATION BETWEEN COMPULSORY AUTOMOBILE LIABILITY INSURANCE AND HIGHWAY SAFETY IS IRRELEVANT. ACCIDENT RATES, DEATH RATES AND PAID CLAIMS FOR THREE STATES HAVING COMPULSORY INSURANCE ARE GIVEN FOR A FIFTEEN YEAR PERIOD. EXAMINATION OF THESE FIGURES SHOW THAT THE ACCIDENT RATE IS ERRATIC AND CANNOT BE RELATED TO C.I. THE CLAIMS FREQUENCY DOES RISE IN C.I. STATES. HOWEVER, THIS ICREASE MAY BE THE RESULT OF MORE CLAIMS AND NOT NECESSARILY MORE ACCIDENTS. /SRIS/
