HIGHWAY SAFETY COUNTERMEASURES ARE DEPENDENT UPON ADEQUATE DATA CONCERNING THE BASIC ELEMENTS CONTRIBUTING TO CAUSE AND EFFECT. A COMPELLING NEED EXISTS FOR THE COLLECTION AND ANALYSIS OF DATA TO MEASURE THE EXPOSURE OF DRIVERS, VEHICLES, AND ENVIRONMENTS BY CLASS. THE MAJOR CONTRIBUTORS TO ADCIDENT AND INJURY SEVERITY NEED TO BE IDENTIFIED STATISTICALLY. MOST CONTERMEASURE PROGRAMS ARE BASED ON STATE AND LOCAL GOVERNMENT RECORDS OF DRIVERS, VEHICLES, AND ACCIDENTS. THESE RECORDS ARE INADEQUATE FOR HIGHWAY SAFETY RESEARCH. IT IS RECOMMENDED THAT THE NATIONAL HIGHWAY SAFETY BUREAU SHOULD UNDERTAKE A SEVEN-POINT PROGRAM FOR THE IMPROVEMENT OF ACCIDENT DATA. /HSL/
